The Modified Assured Career Progression (MACP) scheme provides financial upgradations upon completion of specified years of service by the government employees. As per modified MACP Scheme notified by DOPT vide OM dated 22/11/2022, the Scheme shall be applicable to all regularly appointed Group "A"(except officers of the Organized Group "A" Services), "B", and "C" Central Government Civilian Employees. Casual employees, including those granted 'temporary status' and employees appointed in the Government on ad-hoc or contract basis shall not qualify for benefits under the aforesaid Scheme. There shall be three financial upgradations under the MACPS, counted from the direct entry grade on completion of 10, 20 and 30 years services, respectively, or 10 years of continuous service in the same Level in Pay Matrix, whichever is earlier. Being the position as stated above, you may seek further clarification on the subject from the concerned Deptt (DOPT). In case, the clarifications from the DOPT found unsatisfactory, you may approach the concerned bench of the Central Administrative Tribunal(CAT) seeking appropriate relief in the matter. Rule 4 of the Central Administrative Tribunal (Procedure) Rules, 1987 prescribes the procedure for applying before the Registrar of the concerned bench of the CAT. So, it is recommended to get the matter consulted and reviewed by an expert professional practicing the CAT/SAT matters before challenging the action of the AA before the CAT or High Court.
