Your query does not reflect the ground of denial of your request for permission for fixing security grill in your flat at ground floor by the RWA. However, it may be noted that the RWA generally does not allow any individual flat owner to alter a structure or design of a building even for security reason unless it is demonstrated collectively before the RWA. In that case, on receipt of the mass appeal from the residents facing similar threat of security, RWA may call a EC meeting following the provision of Byelaws and based on a resolution passed by two third majority of vote, RWA may permit the affected residents to fix or install security grill in their flat. However, even on receipt of mass appeal, if the RWA failed to take any resolution the in matter, a mass complaint may be submitted before the competent authority appointed under the state-specific Apartment Ownership Act or Cooperative Societies Act for a resolution in the matter.
