Caste certificate first generation

Caste is determined by birth, and a child gets the caste of the father irrespective of the caste of the mother. There is no provision for changing the Caste of a person regardless of his or her religion. So, when your father belongs to the ST category, you can apply for a caste certificate of the ST category to avail the benefit of the reservation. The central government and state governments maintain separate lists of castes eligible for reservation benefits. The State Caste certificate is only valid in the domicile state, as well as in Central services, and is not valid in other states. The Karmakar surname is generally recognized as belonging to the OBC category in West Bengal. West Bengal has separate lists for OBC and SC communities, and the Karmakar surname is primarily listed within the OBC category. So, you are not eligible for ST Certificate from the concerned authority of West Bengal. However, if you have a birth certificate from West Bengal, you can apply for a caste certificate from the concerned authority of West Bengal, attaching an affidavit explaining the reason behind your application for the issue of a caste certificate from West Bengal, but it depends on the decision of the State Level Caste Scrutiny Committee.
