Regarding caste not mentioned on leaving certificate

A TC is an educational record, and colleges can issue:

A corrected TC

A duplicate TC with corrections

An addendum/correction letter

The college may refuse only if:

Their own TC format never had a caste field

The issuing university prohibits any correction after approval

But even then, they must provide you a written explanation.

The National Medical Commission (NMC) introduced a three-tier grievance redressal mechanism for medical students and stakeholders to redress their grievance in a medical college. Each medical college is required to constitute a Students' Grievance Redressal Committee (SGRC) and establish a dedicated web portal on its website for online complaint registration. As per Tier - 1, students should first approach their college's SGRC to resolve their complaint. As per Tier - 2, if the grievance is not addressed satisfactorily at the college level, the complainant can escalate the matter to the university to which the college is affiliated and if the grievance still remain unresolved by the university, the complaint can be forwarded to the Directorate of Medical Education (DME) or the Health and Medical Education Department of the concerned state or Union Territory. Finally, as per Tier - 3, aggrieved student should file his or her grievance/complaint to the NMC through its online portal https://nmc.org.in/ActivitiWebClient/open/initiateComplaint for redressal of his or her grievance against the college. Accordingly, you can try to resolve your grievance opting these three tier grievance redressal mechanism introduced by the NMC.
