Non delivery Postal of Transcript by Delhi university
I’m seeking a legal opinion on an issue involving University of Delhi (DU) south campus. I applied via DU’s online portal for official transcripts (paid service) in June 2024 with postal delivery at an additional fee(INR 500), as I live in Pune so physical collection from the counter was not possible. The transcript was issued as “to be collected from the counter”, notified via email and never delivered via post, no tracking was shared, and my follow-up emails/calls in Aug 2024 went unanswered. Physical follow up/collection was not possible for me during this whole time. When I finally visited DU in person in Dec 2025, I was asked firstly why I did not follow this whole time, and why am I coming after such a long period, as if it is the student’s duty to deliver and dispatch it, or only after follow ups DU will start dispatching it. They pointed out that on the portal itself it is mentioned that after 6 months of issuance and non collection by the student it is discarded and DU is not liable. But I highlighted that when I never opted for counter service and I had only opted for postal delivery and in this case how come this 6 months timeline is applicable to me, when I am not supposed to come at counter in any case, it was DU’s job to dispatch and deliver it to the student via Postal Service for which fee has been taken. After hours of arguments, they told me the transcript was “dispatched” earlier and they have records showing it was dispatched but no data of delivery/failed delivery. I was compelled to reapply and pay again(1600), including an extra “fast-track fee(2000)” due to urgency and they issued the transcript to me on the spot for the new application waiving off the fast track period of 10 days out of sympathy to me (realising they are on the fault side here). I’m looking for legal view on: A - Whether such paid transcript services of Delhi University fall within Consumer Protection, as in some forums I have read that all universities in India do not fall under purview of the consumer courts as students are not considered as consumers in this context. B- If silent discard after alleged dispatch, without delivery/failed delivery notice, constitutes deficiency in service on account of University of Delhi.
