Flat on collector land

your possession, AGM-approved membership, share certificate, and contribution to construction already establish strong legal rights, and the Collector’s inaction cannot defeat them. Under the latest GR dated 22 February 2022, pending old cases on Collector land are specifically required to be decided within a reasonable time, and continued silence amounts to administrative arbitrariness.

The most effective course now is to (1) submit a final written representation to the Collector quoting the 22-02-2022 GR and your senior-citizen status, seeking a time-bound decision, and simultaneously (2) file a Writ Petition under Article 226 before the Bombay High Court seeking a direction to the Collector to decide your regularization application within a fixed time

Courts routinely grant such relief in identical cases. You may also seek a direction permitting registration of agreement subject to Collector’s decision, as delay is not attributable to you.

Given your age and retirement, courts usually treat such matters on priority.
