First, you can file a written complaint with your local Municipal Corporation or Panchayat, stating that the cattle shed is creating sanitation issues and violates municipal health by-laws. Most municipal laws prohibit keeping animals in residential areas without proper drainage, waste disposal, and distance norms. If local officials are allegedly closing complaints due to bribery, submit your complaint in writing by registered post or through the official online portal so there is documented proof. Keep copies of everything.
Secondly, you may approach the Sub-Divisional Magistrate , which allows a Magistrate to order removal of a public nuisance affecting health or safety. The Magistrate can issue directions for removal of cattle, proper sanitation, or closure if necessary.
You can also lodge a written complaint with the local Police Station mentioning health hazards and nuisance.
Additionally, you have the option to file a civil suit for injunction before the Civil Court seeking an order restraining the neighbour from maintaining cattle in a manner that causes nuisance. The court can direct them to maintain proper hygiene or shift the cattle.
As practical steps, collect evidence such as photographs, videos, medical reports (if health issues occurred), and statements from other affected neighbours. If multiple residents sign a joint complaint, authorities are more likely to act.
