Regarding GST Regarding GST

I made a sale agreement with the builder on last November2018, presently GST rate has been changed to 5% for the house buyer after budget. Now builder is insisting me to pay 12% for the registration.
Can you please advise me which GST could be applicable for this registration

A.GST paid only for remaining amount 5% not 12% otherwise make complaint against them to the rera
