If you have served the required 90 days notice as per your contract, the school cannot arbitrarily refuse to issue relieving documents. Such refusal amounts to unfair labour practice and can affect your future employment.
You should send a formal written notice demanding issuance of relieving letter, experience certificate, and full and final settlement within a fixed time. If the school still refuses, you can file a complaint before the Labour Commissioner or appropriate education authority for direction and action.
