Severance Package

I have worked in a private limited company for 2 years and due to financial crisis they had to let go alot of employees, the management only offered 15days severance package and told that the FNF will be settled within 2 months and made us sign a document which says we cannot take any legal actions against them if the payment is settled. But the date has passed and they want to extend it by a few more weeks.
Questions : 1. Is 15 days severance package the least they can offer or can I get paid more.
2. As they have not settled the amount can I take legal action against them and increase the severance package and sue them?
3. They have not paid PF 10 months, will I get that amount?

You may get issue a legal notice or approach Labor Commissioner or file a civil suit for recovery of the same.
