maintaining a separate kitchen,
and not included in another active family card.

your husband is still shown as Head of Family in his existing card, and
your parents are refusing to remove your name from their card.
This situation can usually be resolved administratively even without family cooperation.
your husband can apply for deletion from his old family card on the ground that he has shifted permanently and formed a separate family unit,
you may also independently seek deletion from your parents’ card if you are residing separately after marriage.
Family consent is not always legally mandatory if residence has genuinely changed.
If Parents/Family Refuse Cooperation
You may submit:
a written representation,
self-declaration affidavit,
proof of separate residence.
Tamil Nadu has previously relaxed rules in hardship situations involving separated family members and independent households.
After deletion/non-inclusion certificate is issued, apply for:
a new Smart Family Card in your names.
The application generally requires:
proof that neither spouse is currently benefiting under another active card.
If Officials Refuse or Delay

file written grievance before District Supply Officer,
submit complaint through TNPDS grievance system,
approach District Collector,
seek assistance through e-Seva grievance escalation.
In many cases, online requests alone remain pending or get rejected until parties physically visit the Civil Supplies office with representations and residence proof. Community experiences indicate offline follow-up often becomes necessary.
If the matter continues to be blocked despite eligibility, you may consult a local advocate to issue a representation/legal notice to the Civil Supplies authorities seeking consideration of your separate household status and entitlement to welfare benefits.
