If the document was executed on plain paper and the builder never paid the agreed consideration, its enforceability will depend on its contents and the surrounding facts. Since the property continues to stand in your name and no registered sale deed has been executed, ownership has not ordinarily passed to the builder.
If the builder has failed to perform his obligations, you may treat the agreement as breached and issue a legal notice calling upon him to complete the transaction within a reasonable time or treat the agreement as terminated. Depending on the facts, you may also seek appropriate relief before the competent court.
You may consult a local lawyer or advocate to examine the document and issue a legal notice for cancellation or termination of the agreement.
