If KIDB/KIADB has neither acquired the land nor withdrawn the acquisition proceedings despite a long delay, and the writ petition has been pending due to repeated adjournments, you may seek an early hearing and request the High Court to direct the authority to either complete the acquisition by paying compensation at the applicable market value under the law or release the land from acquisition. Repeated inaction by the authority may be challenged as arbitrary.
If the matter is being unnecessarily delayed on account of the Public Prosecutor or the authority, your advocate may bring this to the notice of the High Court and seek appropriate directions for expeditious disposal of the writ petition.
You may consult a local lawyer or advocate for appropriate steps in the pending proceedings.
