Legally, the builder had no right to sell parking slots to other members, the open parking belongs to the entire society. Since you didn't buy a spot from the builder, the society can legally allocate you one and charge a monthly maintenance fee. However, forcing you to pay for a whole year upfront is unfair and likely violates society bye-laws. I advise demanding a written copy of the society's official resolution to check if this annual advance payment was legally approved. If management refuses to cooperate, you can file a complaint with the cooperative society registrar or you can consumer court to challenge this unfair demand for more legal advice you can consult with an advocate.
