Dear client,
Yes, your sisters may be able to institute appropriate proceedings in Telangana against your wife, but they cannot file a counter-DV case merely because she has filed a DV case against them or because she is sending suicide-threat messages. Under Section 27 of the Protection of Women from Domestic Violence Act, 2005, a DV proceeding can ordinarily be instituted where the aggrieved person resides/works, where the respondent resides/works, or where the cause of action arose.
Therefore, if your sisters reside in Telangana and are themselves subjected to specific acts of domestic violence, threats, harassment, intimidation, etc. by your wife, they may have a basis to invoke the DV Act before the competent Magistrate in Telangana, subject to establishing the required domestic relationship and territorial jurisdiction.
However, if the only material is that your wife has threatened suicide and stated that she will make your sisters and family responsible, a DV case by the sisters may not necessarily be the appropriate remedy; the SMSs should instead be preserved as evidence and, depending on their contents and circumstances, your sisters can consider appropriate criminal/legal remedies for threats or harassment, while you can use the messages in your pending 498A/DV proceedings and consider appropriate protection/quashing remedies.
