Builder defaults on providing electricity connection to apartment

We had purchased a apartment in 2018 and the builder had specified that water and power connection will be provided. But it's over a year that he has not given the apartment any permanent electricity connection. And keeps telling that his application is held and other frivolous reasons . He has not given any occupancy certificate nor is rera details available for his company.

A.If occupancy certificate has not received then it can not be called as complete possession. U can approach Consumer Court for redressal of your grievances with claim of compensation for late possession n mental agony
