Soiled Note Exchange

So, as I understand, RBI law states that any soiled Note can be exchanged at any branch of any bank, free of cost, regardless of whether he/she is a customer in the bank. I approached two different banks to have my note exchanged but I was sent away. Infact one of the officials in one bank had so much ego issues when I showed him the article from economic times which stated this law.
