Electricity charges by builder

My apartment was on temporary connection, for which the builder was paying commercial rates to the DISCOM. Now he has received individual meters and is planning to back charge us based on 3 months average of the DISCOM's forward billing. The meters are in the name of the builder and to transfer the meter to my name builder is asking for payment. Can the builder charge this? There is nothing written about the same in the agreement anywhere

If there is no written terms then you are bound to oblige the builder. Anyway try to resist and settle the matter.
