If we done the sale deed on a mou that momedurm of understand between two parties then if someone failed to complete all promise which is written in the mou title then we can file a complaint against that failed party to court or local police station please suggest

A.Dear Sir,
It being a civil matter you have to file a suit for specific performance in a civil Court.

A.Dear Friend,

Once sale deed is made MOU do not have any value and can not be enforced in the court of law.

Sale Deed is conditional sale deed or unconditional?
Is sale amount is taken?
Is possession is handed over?
is mutation is done?

What is the issue are you facing with buyer , can you please elaborate it, I would be able to help you on this one.

Do not worry, you can be able to goto court in cancellation sale deed if any mischief made by buyer, lets look for those in your transactions.
