Continuity of BLRO LR Khatian(RoR) from it's corresponding RS Khatian

1. I applied RTI to know the continuity of one Khatian RoR owner from it's RS Khatian, BLRO didn't reply.
2. I applied 1st appeal, BLRO gave a reply which I found false as I have a Plot information copy which shows that the name was already there before the date BLRO has mentioned in his letter. Instead of giving the previous RoR owner's name from which current RoR owner has mutated, BLRO has mentioned one mutation case no by which current RoR owner has mutated his name. I think BLRO is hiding the true information or giving the false information to faclitate the local land launders to grab the land by unfair means.
3. I applied 2nd appeal which is still pending. I guess WBIC will keep this pending for next 15-20 years.
4. I applied a writ pettition in Calcutta High Court but it got disposed stating that it's pending in WBIC & Court don't want to interfare in between.
5. I applied certified copied BLRO mutation cases which BLRO mention to know who was the previous ROR owner which is pending for a year now. Since BLRO didn't take the application, I applied it after submitting a letter (it's not a RTI application as in WB certified copies are privided under specific applications as per them).

I don't want to file new RTI or go through the RTI appeal route as these will take unjustified long time. I want to know if I can file a civil case against BLRO asking him to prove the continuity of RoR owner of this specific Khatian with substantive proofs before the honerable court or can file a Mandamus writ case in Calcutta High court ordering BLRO to provide the certified copy of BLRO mutation case he has mention in is letter. Please suggest.
