I have send 4 insured speed post parcels from Ranchi r.m.s post office last year.. All 4 parcels were send on 4 different dates to 4 different cities.. But My post office declared that all 4 parcels are lost.. Total value of all 4 parcels are Rs43825/-.. But i did insurance of Rs 3500/-.. Now post willing to pay me only Rs 3500/- plus speed post charges.. Total Rs 4116/- India Post paying me as compenation which i have refused to accept.. I accept that it was my mistake that i made less value insurance, but no one guided me about insurance in booing counter counter.. All i never thought that parcels get stolen from govt organisation.. I did whatever insurance just because for extra safety & fast delivery.. How come all 4 parcels lost?? Isn't it a grave departmental corruption???
Then i filed a petition in Ranchi District Consumer Forum on 23/01/2019 but unfortunately my petition not yet admitted as there is no judge for more than 1 year now... I am still waiting for justice i deserve...
Finally i wrote a letter about my grievance to hon,ble chief justice of India.. I had send him a copy of petition pending in consumer court along with my letter begging him for justice as justice is getting delayed as there is no judge in consumer court... I begged him to kindly my case & transfer in Jharkhand State Consumer Court or Any other higher court...
LAST WEEK I GOT A MESAAGE FROM HON'BLE SUPREME COURT THAT MY GRIEVANCS HAS BEEN REGISTERED & I HAVE BEEN GIVEN A DIARY NUMBER.. MY LETTER IS NOW PIL ( E )..
1) What does PIL ( E) mean?

2) Who has turned my letter into PIL? Is it hon'ble chief justice or registrar or any other judge?

3) Status says UNDER PROCESS? What does it means?

4) Who will look into my PIL? Is it hon'ble chief justice or any other judge?

5) Will hon'ble supreme court hear my petition or transfer my perition from District forum to State forum?

6) Will be i granted any compensation by hon'ble supreme court?

A.The letter that you wrote to the Hon'ble Chief Justice of India, has been converted in to a Public Interest Litigation (PIL). Your letter has been converted into a PIL since the Supreme Court (SC) must have felt that in the absence of a presiding member at the District Forum a lot of aggrieved persons must be facing undue hardship. As such the SC must have converted your letter into a PIL so that necessary directions may be given to the State Government regarding the appointment of members of the District Forum and for other reasons regarding the working of the forum. Your Letter has been converted to a PIL by the Hon'ble Chief Justice. It being under process means that you will be communicated about a date where you will have to appear either in person or through a counsel to take the matter forward. The bench comprising of the Chief Justice or any other Ld. Judge who will be on the PIL Roster will hear the matter but most likely it shall be the Hon'ble Chief Justice. The Supreme Court will hear you and the State Government and then proceed to take the necessary directions. It is unlikely that the Supreme Court will give you compensation at this stage since the court concerned for hearing your matter is the Consumer Forum and the Supreme Court cannot step in the shoes of the Consumer Forum and decide the matter. It can either give directions for transferring the petition or give directions regarding the appointment of members at the District Forum so that your petition may be heard there.
