FIR investigation and illegal encroachment date? FIR investigation and illegal encroachment date?

I have been told by the Mangalore Police that it is not mandatory for the police in FIR investigation to share crime date of illegal encroachment with the Tahsildhar office for legal ownership details?

Survey Report April'2017 to 24-July-2018 shows the location of dispute area as belonging to me with 6 cents encroached by real estate builders.
Survey Report 25-July-2018 to 07-Mar-2019 shows the location of dispute area as NOT belonging to me, but belonging to real estate builders who are the FIR accused.
Survey Report 08-Mar-2019 by ADLR shows the dispute area belonging to me.

Now Police in charge-sheet have not acquired evidence from the Tahsildhar Office as on crime date 09-Apr-2018 which as per above Survey Report 1 shows dispute area belonging to me.
Instead police have evidence submitted as per 2nd survey report showing dispute area not belonging to me and the 3rd ADLR survey report.

My complaint to the police has resulted in police telling me it is not mandatory for their investigation officer to ask Tahsildhar office for legal ownership evidence as on the crime date 09-Apr-2018.

Is the above correct because I believe the law and police standard protocol cannot be ambiguous / subjective to the individual preferences of the investigating officer. Crime date mandatorily needs to be shared with the Tahsildhar Officer. Law must be objective. Please let me know if I am correct in my understanding?
