I have lost my Samsung guru mobile on 19th April, immediately I send an email to operator and got the sim blocked I have all documents for that.
I am not worried of phone as it is basic phone my location is Mumbai ,Thane
Two questions
1. Does it requires police complaint
2.if yes can I file it online

A.It is mandatory to file a police complaint & obtain a receipt. It is better to file personally & obtain receipt to avoid any legal obligation later on.It is obligation of the citizen to file a complaint in the concerned designated police station.

A.You must lodge a police complaint as the handset has a EMI number.Since you had been using your sim in the same set, it will be very easy for the police to trace you and question you in case the handset is used by somebody for committing any offence or any anti social act.In such a situation the police will reach out to you and question you about you handset being used.So therefore lodge a police complaint and it can be lodged online in most of the big cities nowadays.
