A.Lets us try to understand this with the different rupee denomination that we have in the market issued by the RBI.
the denomination is such that all possible combination of numbers can be made while buying and selling so that exchange of goods and mercantile can go on.
Likewise when we do agreements or when we want to get a document authorized or validated by a government authorities or by a gazetted officer or by a notary etc. we have to pay some amount to the government revenue department. That we can do by paying cash and getting stamps bought from them which can be pasted on the documents just like the postal stamps.
We can buy stamps for the required amount and put on the paper. Instead of stamp paper the revenue department issues stamp papers of the required denomination on which the agreement or affidavit can be typed.
Since the amount required is already pre-decided for all kinds of the agreements, affidavits, power of attorney, will, etc. hence the value of stamp paper is pre-designated. Also, there is an amount mentioned to be paid for different kind of documents. Anything paid less than that makes the document invalid but paid more than that is completely fine.

A.Difference between 10, 20, and 50 Rupees Non-Judicial Stamp Paper.

The Government collects the revenue through the sale of Non-judicial stamp paper.

For each Article there is a Separate stamp duty like:

Stamp Paper of Rs. 10 used for Affidavit, Declaration, Undertaking etc.

Stamp Paper of Rs. 20 for Special Power of Attorney.

Stamp Paper of Rs. 50 for General Power of Attorney/Agreement.

Stamp Paper of Rs. 100 for Indemnity Bond, Guarantee Bond.
