Consumer protection- dispute with the builder

Builder asks to pay the additional service tax (GST) for the flat booked to register it. In The MoU signed earlier at the time of booking the flat, the price of flat mentioned includes the cost of flat and service tax as applicable. How should i proceed with it?

A.7% GST applicable kindly read the MoU carefully. Is it included or excluded?
