fees not refunded by bank after receiving order from college

i took admission in vivekanand college of delhi university 3 years back and submitted my fees through online transaction.After new cutoff announces i withdraw my admission from that college and took admission in khalsa college of Delhi university... vivekanand college ask me to fill a form for account details for fee refund but after 6 months i went there to ask for my fees which i didn't receive.. vivekanand college ordered their bank to transfer the fees but bank transfer to some other account and from then to now i have been applying for my money bank and college are not replying.so i want to know can i file a suit after 3 years or limitation period lapse?

You can file a suit for refund. If three years is expired you can seek condonation of delay under Section 5 of Limitation Act.
