Refusing the promoter Refusing the promoter

I have decided to give my house to a promoter for construction of a residential flat on certain conditions. But the promoter has taken 10 months and still very reluctant to do the agreement. So I decided to refuse him and told him my decision. But from the next day he is creating pressure on me by calling some of my relatives to convince me to allow him to do the project. Till date I have not signed any agreement with the promoter. How can I refuse him to or stop him ? Will I have to serve him a notice or something ?
