1. I am Sub Maj and Hony Capt was retired from Indian Army (Ladakh Scouts Regiment) wef 01 Jul 2004 as Subedar. My service pension, DCRG and capitalised value of pension was sanction as Subedar. On arrival at my home, I had taken up case for my promotion in the Honorable High Court of Delhi. Honorable court has issued the order in my favor and on the orders of Honorable High Court, I was promoted to the rank of Sub Maj and then Sub Maj and Hony Lt on active list and Hony Capt on retirement. My sanctioned pension, DCRG and Capitalised value of pension were revised on basis of corrigendum PPOs but due date of payment remain same as of Initial PPO.

2. My banker PNB Behrampur, District Gurdaspur has credited all the dues in my account from due date of payment till receipt of corrigendum PPO, but banker has not paid any interest for delay in crediting the pension arrears.

3. In this connection, I would like to draw your kind attention towards item 34 of RBI Master Circular on Disbursement of pension by Agency Banks issued under letter No. RBI/2013-13/103, DGBA.GAD.No.H-4/31.05.001/ 2012-13 dated July 2, 2012 reproduced in PCDA (P) Allahabad Circular No 165 dated 22 Feb 2013.

4 In the above letter, RBI has issued the guidelines to all banks for payment of compensate to pensioners for delay in crediting the pension arrears by paying compensation at a fixed interest rate of 8 percent for the delay after the due date and the compensation shall be credited to the pensioner’s account automatically without any claim from the pensioner on the same day when the bank affords credit for revised pension arrears thereof in respect of all delayed pension payments made since October 1, 2008.

5. I shall be grateful if you kindly go through my case and guide me that I am eligible for interest on arrear of service pension, DCRG and capitalised value of pension.

You may raise complaint with concerned Bank, its Head Office and also with Banking Ombudsman.
