Stamp duty and registration fee on under-construction property (RERA) in Mumbai

I have booked an under-construction property in Mumbai, which is RERA registered. The builder is asking for stamp duty and registration amount both to register the agreement of sale. I know that registration is mandatory. Can the stamp duty be paid later at the time of completion of property? Or does it need to be paid along with registration fee payment?
