Planning to Revoke plot purchase Deal

Hi Sir,
I had made a purchase agreement for a plot as per market value by paying 40% of total value and rest of the 60 % to be paid during registration, but now the market value of the plot has declined huge by few decision taken by government. So i don't want purchase the plot any more. As my 40 % of amount is with seller. So what would be the better way to revoke the purchase agreement & money from the seller ?
What are the challenges that i might face from seller legally or else
please suggest,how should i proceed legally in the process of obtaining my money back.

A.If seller are ready to do it then it will be possible
