No justice even after supreme court's order

After struggling for many years against a fraud builder MVL limited, we got judgement from hon'able NCDRC in Dec. 2015(CC/142/2012) . As per the orders, we were to get entire amount refund with 15% interest per anumn. Builder appealed in hon'able supreme court against the verdict which got dismissed in 2018(C.A. No.-009826-009828 - 2016). We have still not got our dues. Execution application is still pending in NCDRC since 2016. Meanwhile, hon'able delhi high court appointed liquidator in another case against builder in 2017. Official liquidator is now playing proxy on behalf of builder MVL Limited. OL appears only in hearings where cases needs to be stalled. They never come forward to assist any buyer's case. Kindly assist what to do? Can we approach supreme court with a strong petition to get the justice delivered?
