There is college in our area, a full fledged college having 8 story building. Top floor is fully vacant. Is it legally allowed to give it on the rent for the commercial purpose?

It all depends upon the bye-laws of the college and if the commercial activities caused disturbance to the students then such tenancy becomes illegal.
