Local Pass at Toll Plaza - Moratandi (Pondy-Tindivanam Highway) Local Pass at Toll Plaza - Moratandi (Pondy-Tindivanam Highway)

Dear Sir, I would like to know the guidelines for getting local pass category I (Rs.150 per month) at toll gates for own use car. Is the distance between the toll gate and vehicle owner's residence and where it is used or vehicle's registration address will be taken into consideration for such eligibility to get local pass category I. I have been refused to issue local pass stating my vehicle registration is beyond 10kms from the toll plaza location though my residence (I have all residence proofs) is just 2kms from the toll plaza. Kindly give your advice!
