Interchangebility of posts between SC & BC

Is it possible to interchange the posts of teacher from SC to BC, when no SC candidate remain balance from job

Normally the recruitment authority will exercise such powers in case of non- availability of SC candidates then it will recruit candidates belonging to BC category.
