Purchasing flat, facing issue getting loan

Hi Sir, purchasing flat, which has 12 years of building,having panchayiti permission.i have done sale agreement of 2 lak rupees.
Now I'm going for home loan, I'm not getting loan as property is not clear they saying. It has panchayiti permission Building having 2 floors, G+2 , it don't have BRS, .
now if I want to cancel the property sale agreement,what I can do.can I cancel the sale agreement.please let me know the procedure.
