A.Hello,
If you are legally the owner of the land and have all the papers in your favour , and if there is a position to leave a space as you are entitled to have then your neighbor has to leave the space . For that you need to apply before the competent authority.
Kindly share the authority details/ Location of your area i.e Municipal Corporation\Panchayats under which your land is registered.
Thanks and Regards

A.There is solution for your problem
You had not mentioned where the land is located, is it Panchayat, or municipality or GHMC. If present in Mandal, please approach Panchayarraj Secretary and give a representation seeking for approach road.

He will pursue matter and if require they will buy land and given you approach, it is a policy under Panchayat Raj Act.
