Money transaction in GPA Holder Account

Hello Sir,

I am purchasing one HUDA ( Haryana Urban development authority) plot from a person 'A' who has sale deed and transfer permission letter etc.
However person 'A' purchased this plot from a GPA Holder name 'B' and 'A' did all payment to him via cheque/cash, and the same amount is mentioned on Sale deed.
But there is no proof or document where it is specified that whether the GPA Holder give payment to original Owner 'C' or not. Now Can the Original Owner 'C' raise any case on that plot stating that I did not received any payment from GPA Holder despite the fact that GPA is registered.
I knew that a GPA holder can sell the plot but can he take all the sale amount to his account ?

I am in tension because I had paid some amount to 'A' via cheque and Now I asked them to provide a NOC from 'C' stating that they have no objection But if they deny to give that document should I proceed with the deal or not.
