Is it possible to settle the property among the 3 brothers without 1 brother

It depends upon the kind of property is subject to.If the said property is under a will then you may exclude thw same. Otherwise, all the members i.e the stake holders are necessary to be present.

If there is any will in existence instructing the same then you can otherwise you can not. all the shareholders must be involved.

A.if there is any will exist regarding ancestral property then it is possible otherwise not. Family settlement is one which needs involvement of all stakeholders and you miss even if one such member he can challenge . and if will has been written then family settlement will not carry much weight in the eyes of law if all are not agreeing to it.
