Land dispute for house construction Land dispute for house construction

I have been living in this house(village) for 30 years. This house got old and trying to construct new house.Old house has been collapsed and designed plan for new house. While designing one guy came (he is not our neighbour)and he told that he has site there. And he told that new house plan is coming to that site.We asked for document proof. They don't have that.We started construction for that.He filed case in police station against us that we are constructing our house in his area.Constable came and asked us to stop construction. After many discussions,he asked us to pay some amount.Even police are supporting them as he is reporter and has some political background.I denied that and asked why I need to pay.He doesn't have any proof that land belongs to him.he can't register even 1 yard land on name. But now all are trying to stop my construction.my neighbourhood land is government land.he told that it belongs to him.Any way I am not using that. Please let me know how to proceed further without interrupt construction

A.Dear Sir
You have to approach senior police officers and also approach civil court and get injunction against police and that person.
