The government has clarified this position that victims of child sexual abuse can file a police complaint after they become adults. There is no period of limitation for the same.

Yes, You can file both criminal and civil cases of defamation at the same time. In the civil suit, you are getting compensation for your damages whereas, in the criminal suit, the offender will be punished. You won't get any refund if the case gets rejected.
