A. Hi,
There's no compulsion for notice. now, you have to file a divorce case before the family court. if she doesn't appear, the proceedings will be ex parte. You have to approach the family court with a suit filed u/S 13.

You can approach the HC Under Section 482 CrPC. Section 482 preserves the inherent powers of the High Court to prevent an abuse of the process of any court or to secure the ends of justice. The provision does not confer new powers. It only recognizes and preserves powers which inhere in the High Court.

As per the Government Notification, CDEC is given only to imports for equipment for research purposes. However, you need to show that those equipment are not manufactured in India in order to claim CDEC. The CDEC is granted to qualified institutions, not to the buyer and sellers of OEMs.
