A. Hi
The government of india has invoked disaster management act and as such certain fundamental rights pertaining to travel has been suspended.
So if at all you have any necessity , you can obtain travel passes from your police station who in turn will grant you passes for inter-district travel. Courts have said clearly that if there is any emergency, citizens can obtain permission from police and travel.

You may approach the Court to cancel such sale agreement due to changed circumstances or else wait till he goes to the Court and files a suit for specific performance and it takes years together to get judgment.

A. there is nominal registration charges in such case which are required to be deposited with sub registrar office . contact lawyer for that else you can contact sub registrar office of your city where flat is situated. you need not to give hefty amount as fee for that. avoid giving bribe too.

A. first of all you give a notice to them and wait for reply , after that reply you again write a second notice and in such manner you keep your cause of action alive and limitation period will be adjusted in such manner . in general , three year period is there in which you should file a case.

A. No , it will not lapse automatically and some times police keeps it pending citing some reasons . you have not written section under which FIR has been lodged. section of IPC or any other Act you should write then only a proper suggestion can be given. contact local lawyer .
