You can file a complaint regarding nuisance to the society committee. If this problem persists then you can lodge a complaint against the neighbors in the police.

As per your inputs you not able to pay the part of the property value due to your financial positions now, better write a letter of appeal to your builder describing your financial situation further mention that most of the transaction amount is paid only a small portion is to be paid, the owner will consider. mention in the letter whn you are going to pay the balance amount.
As per law the owner is in positive place so better you settle the issue with a kind appeal

A. if marriage registry certificate can be cancelled with ease then whole country will line up for it.
The marriage registry certificate can be cancelled only by court order of divorce.

A. To want a refund, there is a procedure. In which you can start with sending them a legal notice for refund with the time prescribed you by. But after the expiring of that time period you can file a consumer complaint (pecuniary jurisdiction of consumer forums are as follows according to the latest amendement i.e. Consumer protection Act, 2019:

A. threaten him with a legal notice where you can ask your refund within a fixed prescribed period set by you. If he doesnt pay you the money that you invested in that product go for a consumer complaint. Moreover, you can also threaten him by saying that you are going to file a complaint before police for cheating, fraud..

A. Send him the legal notice regarding to return the money which he lawfully owes you. And try to pressurize him that if the money that he owes to you is not paid then you will file a case against him. And also try to convince him legally that by transferring the said flat he can finish the liability towards you, if that transfer fulfils what he owed to you.
