A. 1) No Village Secretary is not authorized to issue mutation / letter directly without approval of Tahsildar.
2) Person seeking mutation of his / her name needs to submit the proofs based on which he / she is seeking the mutation by filing the relevant application / forms so as to carry out mutation proceedings by Tahsildar.
Upon verifying and if the details / documents are found to be correct, the mutation will be effected.

A. she is giving you mutual divorce then what is problem and what more you want ?
just mention the amount paid as alimony in mutual divorce.

A. What is the reason for dishonor of cheques ? is it insufficient funds or Stop payment or any other reason? This will help in getting to know the mind of the payee and whether he wants to pay you the money. A. The question is incomplete, you mentioned that your father took VRS compulsorily, the date is required to guide you about next course of action. Further, your post reflects, he qualified test in 1981, then what did he do since them i.e., almost 40 years ???
