Normally when an anticipatory bail application is pending the police will not arrest the accused. But mind that there is no provision in law to support this. So please take care until the petition is disposed of by the concerned court.

You have to file a suit for damages and claim compensation. Police have no jurisdiction to entertain to complaints involving civil matter. Better to get issue a legal notice then approach a civil Court.

It is a duty of the builder to share the O.C/C.C Copy with the Allottee before offering the possession, now you can file a complaint in RERA for Compensation & in addition to it you can also move to Consumer Court for the purpose of Mental Agony, Litigation charges etc. If you find my advise helpful kindly rate my advise in full.
