You have to contact the institution/ authority by making an application. They will ask for some strict documentation.Like affidavit/ declaration that you are the same person.
It might take some time but hopefully will be granted.

Can you please give some more details that why are they charging so? Was something like this mentioned earlier ? If you think that such charges are not justified, then you write the same to the college authority, you can prepare a mass petition.
If this does not work, you can move ahead with cases.
