Your account will be inactive until and unless the investigation into the suspected cybercrime is finished, the final report is submitted, and an order is issued for the blocked account to be opened. A person is only permitted to retain one certificate at a time, thus if your father already holds a Bihar certificate or was awarded a new certificate upon moving to Jharkhand, he must surrender the previous one before applying for an OBC NCL certificate.
