Depending on the full facts of your case you can lodge a complaint with the police / protection officer under section 12 of Domestic Violence Act for harassment against your in laws. Or you can directly approach your jurisdictional police station and file a complaint u/S 498A IPC.

The Indian Penal Code section 494 states that if a person commits second marriage without divorce or a crime similar to its section, then they can be imprisoned for seven years or more, depending on the crime. A fine is also charged in some cases, or both are charged together, which depends on crime severity.
NOC by wife for second marriage of husband is not recognized under law. It is of no use. A case can be filed even after NOC.

In order to qualify as an OBC non-creamy layer candidate, the applicant's parents' annual income should be less than Rs. 8 lakhs. Salary and agricultural income are not to be considered as income for calculating annual income for creamy layer status

You can prosecute your husband and in-laws under section 498A of IPC.
