In this case, municipal corporations are the first one who should be involved, than you can go to the police station having the jurisdiction for the actions. You can sue the authorities at Gaushala for non-compliance of their duties and causing nuisance in the public.

As per your submissions it is clear that your pet is urinating in your own flat, but the neighbors are trying to blame on you, so better proceed with filing private complaint against them. You have strong grounds in your favor. Harassing in the name of animals and pet is also against to law.

Can the welfare association impose heavy fine on me because my dog urinated in a an open area within premises of society, that is used for walking and vehicles.

Such sections needs to be amended but politicians so called law makers have not time. Any such provision will be read with section 428 of IPC which is punishable upto 2 years.

As the roof belongs to the common space which belongs to all the owners of the apartment, one has the full right to object. Moreover terrace is not the place where you can perform such activities. Plus every housing society has their own sets of rules and regulations which may vary.
