Can the welfare association impose heavy fine on me because my dog urinated in a an open area within premises of society, that is used for walking and vehicles.

Such sections needs to be amended but politicians so called law makers have not time. Any such provision will be read with section 428 of IPC which is punishable upto 2 years.

Legally it is not allowed but it may accidental. Secondly she cannot take law in to her hands and her act is punishable if you file lodge complaint. Your act is negligible and may be pardoned but not her.

As the roof belongs to the common space which belongs to all the owners of the apartment, one has the full right to object. Moreover terrace is not the place where you can perform such activities. Plus every housing society has their own sets of rules and regulations which may vary.
